The "Junk Fee Eliminating Act of 2025" seeks to dissolve the Information Network of Arkansas and transfer its responsibilities to the Division of Information Systems. This transition includes the transfer of records, contracts, personnel, and any unspent appropriations. The act stipulates that existing orders, rules, or standards from the Information Network will remain valid until they are amended or repealed. The legislation also amends various sections of the Arkansas Code to eliminate references to the Information Network, particularly concerning the collection of fines and the processing of criminal history information, thereby streamlining information management within the state.

In addition to these changes, the bill proposes amendments that remove certain responsibilities from the Information Network, such as maintaining records and submitting financial reports. It also repeals the provision allowing the Information Network to impose additional fees for electronically transmitting information. The fee structure for driver confirmation records is revised to establish a fee of ten cents per record, which will be allocated to a fund for the Division of Information Systems. Furthermore, the act repeals provisions related to additional fees for driver monitoring program reports and sets an effective date of January 1, 2026, for the implementation of these changes.
