The proposed legislation, known as "Eli's Law," mandates that all public school districts and open-enrollment public charter schools in Arkansas install audio recording devices in each locker room and changing room on their campuses, starting from the 2027-2028 school year. The law aims to enhance student safety by ensuring that these areas are monitored. Schools are required to post signs in these locations to inform individuals about the presence of the recording devices.

Additionally, the bill outlines specific regulations regarding the management of the audio recordings. Schools must retain recordings for a minimum of 90 days and cannot keep them for more than 12 months unless there is an allegation of wrongdoing. Before destroying any recordings, schools must provide a notice on their websites. Access to the recordings is restricted to school administrators and parents or guardians who have a legitimate reason related to an allegation of misconduct. The law also allows schools to utilize state funding to cover the costs associated with implementing these requirements.
