The Arkansas Revenue Investment in Vital EMS Systems (ARRIVES) Act establishes a dedicated fund, known as the ARRIVES Fund, to support emergency medical services (EMS) agencies across the state. This fund will be created within the Arkansas Code and will consist of revenues authorized by law. The Department of Health is tasked with distributing these funds to eligible EMS agencies, which must meet specific criteria, including being licensed and in good standing for at least three years, providing emergency ground ambulance services, and not being under any state sanctions or disciplinary actions.

To qualify for funding, EMS agencies must apply through the State Board of Health and provide necessary documentation, such as proof of licensure and a certificate of good standing. The disbursement of funds will be tiered based on the population of the counties where the agencies operate, with different percentages allocated to agencies in counties classified into five tiers based on their population size. The State Board of Health will also be responsible for creating rules to implement the provisions of this act.
