The Arkansas Revenue Investment in Vital EMS Systems (ARRIVES) Act establishes a special revenue fund, known as the ARRIVES Fund, dedicated to supporting emergency medical services (EMS) agencies in the state. This fund will be created within the Arkansas Code and will consist of revenues authorized by law. The Department of Health is tasked with distributing these funds to eligible EMS agencies, which must meet specific criteria, including being licensed and in good standing for at least three years, providing emergency ground ambulance services, and not being under any state sanctions or disciplinary actions.

Additionally, the bill outlines the application process for EMS agencies seeking funding, requiring documentation such as proof of licensure and a certificate of good standing. The disbursement of funds will be tiered based on the population of the counties, with different percentages allocated to agencies in counties classified into five tiers. The State Board of Health is responsible for promulgating rules to implement the provisions of this subchapter.
