This bill amends existing Arkansas law to establish the "Maurice Lee 'Footsie' Britt Memorial Bust Fund" and facilitate the placement of a memorial bust honoring Maurice Lee Britt on the State Capitol grounds. The fund will consist of gifts, grants, and donations, and will be used exclusively for the erection and maintenance of the bust. The Secretary of State is tasked with overseeing the placement of the bust, which will be located on the second floor of the State Capitol Building near the existing bust of Winthrop Rockefeller. The design and artist for the bust will be approved by the Secretary of State in consultation with the Capitol Arts and Grounds Commission.

Additionally, the bill modifies the Arkansas Capitol Grounds Monument and Memorial Preservation Fund by adding the Maurice Lee "Footsie" Britt Memorial Bust Fund to the list of dedicated funds for specific monuments. It also includes a provision for the Secretary of State to accept donations for this new fund. The bill aims to honor Maurice Lee Britt's contributions and sacrifices both in war and in life through a permanent memorial at the State Capitol.
