The bill amends the law regarding the discharge from parole or post-release supervision for individuals who committed crimes as minors. It allows the Post-Prison Transfer Board to discharge a person from parole or post-release supervision if they have served at least five years without a violation and were originally sentenced to a term exceeding five years. The previous requirement for the prosecuting attorney's consent for discharge has been removed, and instead, the board must notify the prosecuting attorney of the judicial district where the conviction occurred.
Additionally, if the prosecuting attorney does not object to the board's decision within sixty days of notification, the individual will be discharged. However, if there is an objection, the person will remain under supervision. The bill also ensures that individuals discharged under this provision will have their constitutional right to vote restored, unless otherwise specified by the Arkansas Constitution, Amendment 51.
