This bill amends the law regarding the discharge from parole or post-release supervision for individuals who committed crimes as minors. It allows the Post-Prison Transfer Board to discharge a person from parole or post-release supervision if they have served at least five years without a violation and were originally sentenced to a term exceeding five years for an offense committed as a minor. The previous requirement for the prosecuting attorney's consent for discharge has been removed, and instead, the board must notify the prosecuting attorney of the decision. If the prosecuting attorney does not object within sixty days, the individual will be discharged; if there is an objection, the discharge will not occur.

Additionally, the bill ensures that individuals discharged from parole or post-release supervision will have their constitutional right to vote restored, unless otherwise specified by the Arkansas Constitution, Amendment 51. This change aims to streamline the process for minors who have served their time and demonstrate rehabilitation, while also safeguarding their voting rights post-discharge.
