The proposed bill mandates that all public schools in Arkansas participate in the Arkansas Prevention Needs Assessment Survey starting from the 2025-2026 school year. This survey aims to gather data on various issues affecting students, including alcohol and drug use, mental health, academic performance, and violence, to help improve student well-being. The Office of Substance Abuse and Mental Health within the Department of Human Services is tasked with maintaining the survey and providing technical assistance to schools for its administration and the development of mental health strategies based on the survey results.
Additionally, the bill requires school district superintendents to notify parents and guardians about the survey prior to its administration, allowing them the option to opt their children out of participation. The Office of Substance Abuse and Mental Health must also provide the previous year's survey results to key legislative leaders before each annual survey. The implementation of this survey is contingent upon the availability of federal funding; if such funding is insufficient, the survey administration will not be required. The bill also allows for the promulgation of rules by the Office of Substance Abuse and Mental Health and the State Board of Education to facilitate the execution of this requirement.
