The proposed legislation authorizes alcohol and drug abuse treatment programs, including detoxification facilities and substance abuse treatment centers, to maintain emergency medication kits. These kits are defined as containing medications necessary for immediate therapeutic needs that cannot be obtained in time to prevent harm. To maintain such a kit, the treatment program must have a physician or medical personnel on staff and must designate a licensed pharmacy to supply and oversee the kit. The pharmacy must be registered with the United States Drug Enforcement Administration, and the kit must be stored securely and accessible only to authorized personnel.

Additionally, the bill outlines specific requirements for the administration and replenishment of medications from the emergency kits. Medications can only be administered by authorized medical personnel under a physician's order, and any drugs used must be replaced within 72 hours based on a prescription for the patient. The Arkansas State Board of Pharmacy is tasked with adopting rules regarding the contents, quantity, storage, security, and use of these emergency medication kits.
