The bill amends Arkansas Code Title 6, Chapter 25, Subchapter 1, by adding a new section that mandates library media centers in public elementary schools (grades K-5) to store non-age-appropriate sexual content in locked compartments within a designated area. It prohibits students from viewing or checking out such materials unless prior written approval is obtained from a parent, legal guardian, or person standing in loco parentis. The bill defines "non-age-appropriate sexual content" as materials that include explicit instruction, promotion, or advocacy of sexual ideologies, behaviors, or orientations that are not suitable for young students.

Additionally, the bill outlines compliance measures for school personnel. If an individual is found to have knowingly failed to comply with the new regulations, the principal and superintendent must document the incident. A first violation may result in a suspension of up to five days without pay. Subsequent violations can lead to a referral to the Professional Licensure Standards Board, which has the authority to suspend or revoke the individual's teaching license based on repeated non-compliance.
