Additionally, the bill outlines provisions regarding health savings accounts, stating that if the application of the coverage would lead to ineligibility under federal guidelines, it will only apply to qualified high deductible health plans after the minimum deductible is met. The Insurance Commissioner is also granted the authority to develop rules for the implementation and administration of this new subchapter.
