The bill aims to amend the Construction Manager-General Contractor Method of Procurement Pilot Program by making it a permanent program for the State Highway Commission. It removes the designation of the program as a "Pilot" and eliminates the requirement for an independent consultant study that was previously mandated to compare the benefits and costs of this procurement method against traditional methods. The bill also allows the commission to utilize this procurement method for any transportation project with a construction cost estimate not exceeding three hundred million dollars ($300,000,000).

Additionally, the bill repeals the previous requirement for a study and establishes that the commission can select transportation projects without the limitations that were previously in place regarding the number and cost of projects. This change is intended to streamline the procurement process and enhance the efficiency of transportation project delivery in the state.
