The bill amends Arkansas Code 16-13-226 regarding the allocation of installment payments made by criminal defendants in circuit court. It removes the previous stipulation that installment payments are initially considered as collections of court costs until fully paid, and instead introduces a new framework for payment allocation in accordance with section 5-4-208. This change clarifies that once court costs, restitution, and fines are fully paid, any remaining installment payments will be directed towards other amounts due as ordered by the circuit court.

Additionally, the bill maintains the provision that allows municipal or county governing bodies that established alternative methods for installment payment allocation prior to January 1, 2017, to continue using those methods until they are repealed. This ensures that existing local legislation remains in effect while aligning state law with the new payment allocation structure.
