Additionally, the bill establishes that only a clinical peer reviewer may preauthorize coverage for these treatments and mandates the Insurance Commissioner to create a process for expedited appeals of adverse determinations made by healthcare insurers. It also requires that practitioners and treatment facilities providing care for individuals with acquired brain injuries possess the necessary qualifications and licenses. The Department of Human Services is tasked with applying for waivers to ensure beneficiaries under the Arkansas Medicaid Program receive appropriate home and community-based services.
