Additionally, the bill includes an emergency clause, stating that there is an urgent need for a continuous and adequate power supply for Arkansas citizens and businesses. The act will take effect immediately upon approval by the Governor or if not vetoed within the designated timeframe. The Department of Energy and Environment is required to deliver a written report on the findings of the feasibility study to key state leaders within fifteen months of the act's effective date.
