The consulting firm must have significant experience in the nuclear industry, a majority of U.S. nuclear operators as clients, and a staff of experts in nuclear energy and law. The study will evaluate various aspects of nuclear energy generation, including its economic and environmental impacts, workforce considerations, safety criteria, and potential coordination with other clean energy technologies.

Additionally, the bill includes an emergency clause, indicating that the act is necessary for the preservation of public peace, health, or safety, and will take effect immediately upon approval by the Governor or under specified conditions if not vetoed. The commission is required to deliver a written report on the findings of the feasibility study to key state leaders within fifteen months of the act's effective date.
