Violators may face fines ranging from $5,000 to $25,000, and those who use these devices to facilitate other offenses will be held criminally liable as if they had personally committed the act.

Additionally, the bill provides exceptions for defense industrial companies under contract with the U.S. Department of Defense, as well as for individuals acting in their official capacity for the government or accredited bomb squads. It mandates that law enforcement agencies obtain a warrant before deploying robotic devices on private property or for surveillance purposes. Furthermore, the bill allows the Attorney General to bring civil actions against individuals suspected of violations, enabling affected parties to sue for damages and recover costs associated with injuries caused by unlawful use of these devices.
