The proposed bill aims to limit the number of credits a student can earn through a course credit recovery program to a maximum of ten (10) credits during grades nine through twelve, starting with the ninth-grade class of the 2025-2026 school year. This limitation is intended to ensure that students engage in regular coursework while still providing an opportunity for recovery of credits needed for high school graduation.
However, the bill includes several exemptions to this credit limitation. Students with individualized education programs, those in foster care, homeless students, and others in specific circumstances such as long-term medical or mental health placements, pregnancy, or enrollment in certain educational programs are not subject to this credit cap. The bill also defines "long-term placement" as an absence from school for thirty or more days in a single academic semester due to prescribed care in a mental health facility or medical hospital.
