The resolution honors the City of Osceola, Arkansas, on the occasion of its sesquicentennial, which will be celebrated on February 5, 2025. Established in 1837 and incorporated as a city in 1853, Osceola has a rich history that includes its development as a key location for timber and cotton industries, facilitated by its proximity to the Mississippi River. The city, which serves as one of the two county seats of Mississippi County, has a population of nearly 7,000 and is notable for its cultural contributions, particularly in the realm of blues music, with several renowned musicians hailing from the area.

The resolution also highlights Osceola's historical significance, including its early settlement following the New Madrid earthquake and its evolution into a vibrant community. To commemorate its musical heritage, Osceola Main Street, Inc. has been hosting the Osceola Heritage Music Festival since 1998. Upon adoption of the resolution, a copy will be presented to the city's mayor, Joe Harris, Jr., recognizing the importance of this milestone in Osceola's history.
