The Arkansas Behavior Analyst Registration Act establishes a regulatory framework for behavior analysts in the state. It introduces a new subchapter under Arkansas Code Title 17, Subchapter 97, which defines a "registered behavior analyst" as an individual authorized to practice behavior analysis independently by the Arkansas Psychology Board. The Act prohibits individuals from representing themselves as registered behavior analysts without proper registration and outlines penalties for violations, including fines and potential revocation of registration. Additionally, it sets forth the requirements for registration, including an application, fees, a criminal background check, and certification from the Behavior Analyst Certification Board.

The Act also provides for temporary registration for behavior analysts licensed in other jurisdictions and establishes reciprocity for those with comparable qualifications. The Arkansas Psychology Board is tasked with administering the provisions of the Act and may adopt necessary rules, including an ethics code for behavior analysts. Furthermore, the Act amends the composition of the Arkansas Psychology Board to include at least one member who is a licensed psychologist with experience in behavior analysis.
