This bill amends Arkansas Code Title 6, Chapter 17, Subchapter 3, by adding a new section that allows public school employees to unilaterally rescind their signed contracts for the subsequent school year. To do so, employees must submit a signed, written request to their school district superintendent or the director of an open-enrollment public charter school by the end of the business day on May 15. If May 15 falls on a weekend, the request must be submitted by the end of the business day on the preceding Friday. The rights conferred under this new section do not conflict with existing requirements and restrictions under another section of the law.
Additionally, the bill includes an emergency clause, stating that it is necessary for public school districts and open-enrollment public charter schools to draft employee contracts as early as March 2025 for the 2025-2026 school year. The emergency declaration ensures that the act will take effect immediately upon approval by the Governor, or if not vetoed, at the expiration of the veto period, or upon the override of a veto.
