The resolution proposes an amendment to the Rules of the House of Representatives of the Ninety-Fifth General Assembly of Arkansas, establishing the requirement for a member of the House to be appointed as a "designated survivor" during joint meetings with the Senate. This designated survivor would be responsible for succeeding the Speaker of the House in the event of their death, illness, incapacity, or inability to serve, along with a majority of the House members. On the day of the joint meeting, the designated survivor is required to leave the State Capitol at least one hour prior to the meeting and remain away until one hour after its conclusion. The Speaker of the House will notify the Division of Emergency Management regarding the appointment and coordinate the designated survivor's location. The designated survivor will be counted as present for attendance purposes and will contribute to the quorum for any legislative meetings held that day. Additionally, they will be eligible for mileage and per diem related to their service.
