The resolution proposes an amendment to the Rules of the House of Representatives of the Ninety-Fifth General Assembly of Arkansas, establishing the requirement for a member of the House to be appointed as a "designated survivor" prior to any joint meeting with the Senate where all members of the General Assembly and constitutional officers are present. The designated survivor is defined as a House member who would assume the responsibilities of the Speaker of the House in the event of the Speaker's death, illness, incapacity, or inability to serve, as well as that of a majority of the House members. The designated survivor must meet specific eligibility criteria, including being in the top one-third of seniority in the House and qualifying to serve as Governor under the Arkansas Constitution.
On the day of the joint meeting, the designated survivor is required to leave the State Capitol at least one hour before the meeting and remain at a location at least five miles away until one hour after the meeting concludes. The Speaker of the House is responsible for notifying the Division of Emergency Management about the designated survivor's appointment and coordinating their location during the meeting. The designated survivor will be counted as present for attendance and quorum purposes at the joint meeting and any other legislative meetings held that day, and they will be eligible for mileage and per diem related to their service.
