This bill mandates a legislative study focused on reforming workforce and social services in Arkansas. The General Assembly recognizes the need for an educated and skilled workforce, improved access to quality education and training, and a more integrated public workforce system. The study will be conducted by the Hospital, Medicaid, and Developmental Disabilities Study Subcommittee of the Legislative Council, which will meet at least quarterly to explore various issues related to workforce and social services reform. The study aims to identify necessary legislative changes to address the challenges faced by employers and workers, as well as to create a centralized clearinghouse for public assistance programs.

The study will encompass a range of topics, including state models for integrating workforce and social services, performance outcomes of existing programs, and the creation of an asset map for service delivery. The subcommittee is required to submit a final report by October 1, 2026, detailing their findings, recommendations for integration, and any proposed legislation. Additionally, the Director of the Division of Workforce Services will provide updates on federal efforts to reform the Workforce Innovation and Opportunity Act, ensuring that Arkansas can leverage new opportunities for workforce demonstration projects. The study is set to expire on December 31, 2026.
