This bill amends Arkansas law regarding runoff elections for candidates in the Senate and House of Representatives. It establishes that if no candidate receives a majority of votes in a general election with more than two candidates, a special runoff election will be held four weeks later between the two candidates who received the highest number of votes. The bill also stipulates that if there is a tie in the runoff election, the winner will be determined by lot in a public meeting attended by the candidates.
Additionally, the bill updates the list of offices that are exempt from the runoff election requirement, which now includes the Governor, Lieutenant Governor, Secretary of State, Treasurer of State, Auditor of State, Attorney General, Commissioner of State Lands, Justice of the Supreme Court, Judge of the Court of Appeals, Circuit Judge, District Judge, Prosecuting Attorney, and Constable. Furthermore, it modifies the process for publishing votes for constitutional officers to include the Commissioner of State Lands.
