The resolution proposes an amendment to the Rules of the House of Representatives of the Ninety-Fourth General Assembly of Arkansas, specifically adding a new section regarding the appointment of a "designated survivor" by the Speaker of the House. This designated survivor is a member of the House who would assume the responsibilities and powers of the Speaker in the event of the Speaker's death, illness, incapacity, or inability to serve, as well as in the case of a majority of the House members being unable to serve. The designated survivor must meet specific eligibility criteria, including being in the top one-third of seniority in the House and qualifying to serve as Governor under the Arkansas Constitution.

On the day of a joint meeting with the Senate, the designated survivor is required to leave the State Capitol at least 30 minutes before the meeting and remain away until 30 minutes after its conclusion. The Speaker must notify the Division of Emergency Management about the designated survivor's appointment and coordinate a secure location for them during the meeting. The designated survivor will be counted as present for attendance purposes and will contribute to the quorum for any legislative meetings held that day, and they will also be eligible for mileage and per diem compensation related to their role.
