10 UNPRECEDENTED DRONE AND MISSILE ATTACK ON THE STATE
11 OF ISRAEL.

19 WHEREAS, beginning on April 13, 2024, the Islamic Republic of Iran, for
20 the first time ever, launched a direct attack on the State of Israel, which
21 included over three hundred fifty (350) missiles and drones launched directly
22 from Islamic Republic of Iran and its proxies toward the State of Israel; and
23
24 WHEREAS, this direct attack on the State of Israel followed Iran-backed
25 Hamas' massive, unprovoked attack on the State of Israel on October 7, 2023,
26 that killed over one thousand two hundred (1,200) people; months of cross-
27 border attacks from Iran-backed Hezbollah into the State of Israel from the
28 Republic of Lebanon; over one hundred seventy (170) attacks on United States
29 troops in the Middle East by Iran-backed militias since October 2023; and
30 months of Iran-backed Ansar Allah missile and drone attacks on global
31 shipping; and

33 WHEREAS, ninety-nine percent (99%) of the projectiles fired at the
34 State of Israel were intercepted by the State of Israel, the United States,
35 the United Kingdom, France, and the Hashemite Kingdom of Jordan, minimizing
36 casualties and other damage from this unprecedented, brazen attack by the

1 Islamic Republic of Iran; and

3 WHEREAS, the State of Israel intercepted these missiles and drones
4 using a variety of air defense systems and other defense articles, including
5 many procured from or co-produced with the United States, demonstrating the
6 vital importance of the United States' and the State of Israel's security
7 partnership; and
8
9 WHEREAS, the State of Israel is a major non-NATO ally and major
10 strategic partner of the United States,
11
12 NOW THEREFORE,
13 BE IT RESOLVED BY THE SENATE OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE
14 STATE OF ARKANSAS, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN:
15
16 THAT the General Assembly:
17 (1) Condemns the Islamic Republic of Iran's unprecedented drone
18 and missile attack on the State of Israel;
19 (2) Reaffirms and supports the State of Israel's right to self-
20 defense;
21 (3) Stands with the State of Israel as it defends itself against
22 the Islamic Republic of Iran's attack and seeks to re-establish deterrence
23 against the Islamic Republic of Iran and its proxies;
24 (4) Fully supports the State of Israel's right to respond to
25 this aggression through military, diplomatic, economic, and other necessary
26 means;
27 (5) Calls on all countries to unequivocally condemn the Islamic
28 Republic of Iran's attack on the State of Israel;
29 (6) Commends the United States military, the United Kingdom,
30 France, and the Hashemite Kingdom of Jordan for intercepting Iranian missiles
31 and drones and thereby limiting the damage from this unprecedented attack on
32 the State of Israel;
33 (7) Reaffirms the United States' commitment to the State of
34 Israel's security, including through security assistance and defense sales;
35 and
36 (8) Urges full enforcement of United States sanctions and export

1 controls against the Islamic Republic of Iran to impede the Islamic Republic
2 of Iran's nuclear program, missile and drone development, and funding of
3 terrorist groups and proxies, including Hezbollah, Hamas, the Islamic Jihad
4 Movement in Palestine, Ansar Allah, and militias in the Republic of Iraq and
5 the Syrian Arab Republic.

7 BE IT FURTHER RESOLVED THAT upon adoption of this resolution, a copy shall be
8 provided by the Secretary of the Senate to President Joe Biden; Speaker of
9 the United States House of Representatives Mike Johnson; United States Senate
10 Majority Leader Chuck Schumer; United States Senate Minority Leader Mitch
11 McConnell; United States Senators John Boozman and Tom Cotton; United States
12 Representatives French Hill, Rick Crawford, Steve Womack, and Bruce
13 Westerman; the Consul General of the State of Israel to the Southwest in
14 Houston, Texas; and the Embassy of Israel to the United States in Washington,
15 D.C., for transmission to the proper authorities in the State of Israel.
