20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. REGULAR SALARIES - OPERATIONS. There is hereby established
23 for the Henderson State University for the 2024-2025 fiscal year, the
24 following maximum number of regular employees.

29 SECTION 2. EXTRA HELP - OPERATIONS. There is hereby authorized, for
30 the Henderson State University for the 2024-2025 fiscal year, the following
31 maximum number of part-time or temporary employees, to be known as "Extra
32 Help", payable from funds appropriated herein for such purposes: five
33 hundred (500) temporary or part-time employees, when needed, at rates of pay
34 not to exceed those provided in the Uniform Classification and Compensation
35 Act, or its successor, or this act for the appropriate classification.

11 SECTION 5. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
12 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. FISCAL
13 YEAR 2020 BUDGET STABILIZATION LOAN REPAYMENT.
14 (a) It is the intent of this section to provide for the repayment by
15 Henderson State University of a loan received from the Budget Stabilization
16 Trust Fund in fiscal year 2020.
17 (b) As repayment for the outstanding loan received from the Budget
18 Stabilization Trust Fund in fiscal year 2020, Henderson State University
19 shall make payments of nine hundred fifty-eight thousand three hundred
20 thirty-three dollars and thirty-three cents ($958,333.33) from any legal fund
21 of Henderson State University to the Budget Stabilization Trust Fund on the
22 following dates unless modifications are made under subsection (d) of this
23 section:
24 (1) December 1, 2024;
25 (2) December 1, 2025;
26 (3) December 1, 2026;
27 (4) December 1, 2027;
28 (5) December 1, 2028; and
29 (6) December 1, 2029.
30 (c) Henderson State University shall provide a report to the
31 Legislative Council or, if the General Assembly is in regular, fiscal, or
32 extraordinary session, the Joint Budget Committee, no later than June 30 of
33 each y
