9 JUDICIAL BRANCH OF GOVERNMENT FOR THE AUDITOR OF
10 STATE - GENERAL APPROPRIATIONS, ARKANSAS SENATE AND
11 ARKANSAS HOUSE OF REPRESENTATIVES FOR THE FISCAL YEAR
12 ENDING JUNE 30, 2025; AND FOR OTHER PURPOSES.

20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. APPROPRIATION - AUDITOR OF STATE DISBURSEMENTS. There is
23 hereby appropriated, to the Auditor of State, to be payable from the
24 Constitutional Officers Fund, for personal services and operating expenses of
25 the Auditor of State - General Appropriations for the fiscal year ending June
26 30, 2025, the following:

2 Interim Expense Reimbursements for Representatives herein.

4 SECTION 7. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
5 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. HOUSE
6 INTERIM EXPENSE DISBURSEMENTS. The appropriations authorized for House of
7 Representatives shall be used for making reimbursements for interim expenses
8 incurred by members of the House of Representatives.

10 SECTION 8. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
11 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. SENATE
12 INTERIM EXPENSE DISBURSEMENTS. The appropriations authorized for Arkansas
13 Senate shall be used for making reimbursements for interim expenses incurred
14 by members of the Senate.

16 SECTION 9. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
17 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.
18 LEGISLATIVE INSTITUTE. Members of the preceding General Assembly and the
19 newly elected members of the House of Representatives and Senate shall be
20 eligible to attend the biennial Institute of Legislative Procedure and shall
21 be entitled, upon filing claim therefore, to per diem in the amount fixed by
22 law for members of the General Assembly to receive for attendance at
23 Legislative sessions, for each day in attending the biennial Institute of
24 Legislative Procedure plus mileage for traveling from their place of
25 residence to the biennial Institute of Legislative Procedure and return.

27 SECTION 10. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
28 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. JUDICIAL
29 DISBURSEMENTS. The Auditor of State shall be disbursing officer for the
30 funds appropriated for Travel Expense Reimbursements for Judges herein.
31 Disbursement of funds shall be subject to review by the Auditor of State for
32 accuracy and consistency with applicable travel guidelines. Any request for
33 reimbursements under the District Judges Travel Expense Reimbursement line
34 item must be submitted to the Auditor of State within sixty (60) days of end
35 date for the underlying travel or expense.

1 SECTION 11. LEGISLATIVE INTENT. It is the intent of the General
2 Assembly that any funds disbursed under the authority of the appropriations
3 contained in this act shall be in compliance with the stated reasons for
4 which this act was adopted, as evidenced by the Agency Requests, Executive
5 Recommendations and Legislative Recommendations contained in the budget
6 manuals prepared by the Department of Finance and Administration, letters, or
7 summarized oral testimony in the official minutes of the Arkansas Legislative
8 Council or Joint Budget Committee which relate to its passage and adoption.

10 SECTION 12. EMERGENCY CLAUSE. It is found and determined by the
11 General Assembly, that the Constitution of the State of Arkansas prohibits
12 the appropriation of funds for more than a one (1) year period; that the
13 effectiveness of this Act on July 1, 2024 is essential to the operation of
14 the agency for which the appropriations in this Act are provided, and that in
15 the event of an extension of the legislative session, the delay in the
16 effective date of this Act beyond July 1, 2024 could work irreparable harm
17 upon the proper administration and provision of essential governmental
18 programs. Therefore, an emergency is hereby declared to exist and this Act
19 being necessary for the immediate preservation of the public peace, health
20 and safety shall be in full force and effect from and after July 1, 2024.
