9 TO EXTEND THE FIRST EXTRAORDINARY SESSION OF THE
10 NINETY-FOURTH GENERAL ASSEMBLY FOR A PERIOD NOT
11 EXCEEDING FIFTEEN (15) DAYS UNDER ARKANSAS
12 CONSTITUTION, ARTICLE 6, § 19, FOR THE PURPOSE OF
13 CONSIDERING LEGISLATION TO AMEND THE ARKANSAS DATA
14 CENTERS ACT OF 2023, INCLUDING ESTABLISHING SOUND
15 STANDARDS FOR DIGITAL ASSET MINING BUSINESSES AND
16 REQUIRING DEMAND-RESPONSE AGREEMENTS BETWEEN DIGITAL
17 ASSET MINING BUSINESSES AND PUBLIC UTILITIES.

21 TO EXTEND THE FIRST EXTRAORDINARY SESSION
22 TO CONSIDER LEGISLATION TO AMEND THE
23 ARKANSAS DATA CENTERS ACT OF 2023,
24 INCLUDING ESTABLISHING SOUND STANDARDS
25 AND REQUIRING DEMAND-RESPONSE AGREEMENTS.

27 WHEREAS, Arkansas Constitution, Article 6, § 19, provides that, after
28 the General Assembly has disposed of the business set forth in the Governor’s
29 proclamation to convene an extraordinary session, the General Assembly may,
30 by a vote of two-thirds (2/3) of all members elected to both houses, remain
31 in session for a period not to exceed fifteen (15) days for the purpose of
32 transacting other legislative business; and

34 WHEREAS, the General Assembly has disposed of the matters set forth in
35 the Governor’s proclamation calling the First Extraordinary Session of the
36 Ninety-Fourth General Assembly,

2 NOW THEREFORE,
3 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL
4 ASSEMBLY OF THE STATE OF ARKANSAS:

6 THAT the First Extraordinary Session of the Ninety-Fourth General
7 Assembly has completed action deemed to be necessary with respect to the
8 business set forth in the Governor’s proclamation to convene the First
9 Extraordinary Session.

11 BE IT FURTHER RESOLVED THAT the First Extraordinary Session of the
12 Ninety-Fourth General Assembly is extended as provided in Arkansas
13 Constitution, Article 6, § 19, and shall remain in session for a period not
14 exceeding fifteen (15) days for the purpose of considering legislation to
15 amend the Arkansas Data Centers Act of 2023, including establishing sound
16 standards for digital asset mining businesses and requiring demand-response
17 agreements between digital asset mining businesses and public utilities.
