12 THE HOUSE RULES COMMITTEE; AND FOR OTHER PURPOSES.

21 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL
22 ASSEMBLY OF THE STATE OF ARKANSAS:
23
24 SECTION 1. Section 64.(a) of the Rules of the House of Representatives
25 of the Ninety-Fourth General Assembly, concerning subject areas assigned to
26 the House standing committees, is amended to read as follows:
27 64.(a) The following subject areas shall be within the jurisdiction of each
28 of the respective House standing committees:
29 (1) Committee on Education – matters pertaining to public
30 kindergarten, elementary, secondary, and adult education, vocational
31 education, vocational-technical schools, vocational rehabilitation, higher
32 education, private educational institutions, similar legislation, and
33 resolutions germane to the subject matter of the committee;
34 (2) Committee on Judiciary – matters pertaining to state and
35 local courts, court clerks and stenographers and other employees of the
36 courts, civil and criminal procedures, probate matters, civil and criminal

1 laws, similar matters, and resolutions germane to the subject matter of the
2 committee;
3 (3) Committee on Public Health, Welfare and Labor – matters
4 pertaining to public health, mental health, mental retardation, public
5 welfare, human relations and resources, environmental affairs, water and air
6 pollution, labor and labor relations, contractors and contracting, similar
7 legislation, and resolutions germane to the subject matter of the committee;
8 (4) Committee on Public Transportation – matters pertaining to
9 roads and highways, city streets, county roads, road vehicles, highway
10 safety, airports and air transportation, common and contract carriers, mass
11 transit, similar legislation, and resolutions germane to the subject matter
12 of the committee;
13 (5) Committee on Revenue and Taxation – matters pertaining to
14 the levy, increase, reduction, collection, enforcement and administration of
15 taxes and other revenue-producing measures, and resolutions germane to the
16 subject matter of the committee;
17 (6) Committee on Aging, Children and Youth, Legislative and
18 Military Affairs – matters pertaining to the aged, child custody, adoptions,
19 problems of aging; children and youth, military, veterans, legislative
20 affairs, memorials, other matters whenever the subject matter is not germane
21 to the subject matter of any other standing committee and resolutions germane
22 to the subject matter of the committee;
23 (7) Committee on Agriculture, Forestry and Economic Development
24 – matters pertaining to agriculture, livestock, forestry, industrial
25 development, natural resources, oil and gas, publicity and parks, levee and
26 drainage, rivers and harbors, alcohol, tobacco, tobacco products, cigarettes,
27 marijuana products, and similar legislation and resolutions germane to the
28 subject matter of the committee;
29 (8) Committee on City, County and Local Affairs – matters
30 pertaining to city and municipal affairs, county affairs, local improvement
31 districts, water districts, interlocal government cooperation, bingo,
32 lotteries, raffles, racing, racetracks, pari-mutuel betting, and similar
33 legislation and resolutions germane to the subject matter of the committee;
34 (9) Committee on Insurance and Commerce – matters pertaining to
35 banks and banking, savings and loan associations, stock, bonds, and other
36 securities, securities dealers, insurance, public utilities, partnerships and

1 corporations, home mortgage financing and housing, movies, pornography, coin-
2 operated amusement devices, vending machines, and similar legislation and
3 resolutions germane to the subject matter of the committee;
4 (10) Committee on State Agencies and Governmental Affairs –
5 matters pertaining to state government and state agencies, except where the
6 subject matter relates more appropriately to another committee, proposed
7 amendments to the Constitution of the State of Arkansas or the Federal
8 government, election laws and procedures, Federal and interstate relations,
9 lobbying, and similar legislation, and resolutions germane to the subject
10 matter of the committee;

12 SECTION 2. Section 65.(a) of the Rules of the House of Representatives
13 of the Ninety-Fourth General Assembly, concerning the subject matter areas
14 that fall under the jurisdiction of the House Rules Committee, is amended to
15 read as follows:
16 65.(a) Committee on Rules:
17 (1) All proposed action touching the rules, joint rules, and
18 order of business, and code of ethics shall be referred to the Committee on
19 Rules.
20 (2) It shall always be in order to call up, for consideration, a
21 report from the Committee on Rules.
22 (3) The Committee on Rules shall present to the House reports
23 concerning rules, joint rules, and order of business on the third day after
24 convening of the House. The permanent rules shall be adopted by a majority of
25 the members and thereafter they may be changed only by a vote of sixty-seven
26 (67) members.
27 (4) The Speaker shall refer any matter he or she deems
28 appropriate to the Committee on Rules, including without limitation any
29 matters dealing with alcohol, cigarettes, movies, pornography, tobacco,
30 tobacco products, coin operated amusement devices, vending machines,
31 lobbying, code of ethics, bingo, lotteries, raffles, racing, race tracks,
32 pari-mutuel betting and similar legislation.
33 (5) Rules of the preceding General Assembly shall automatically
34 be adopted as temporary rules of the current assembly and may be amended or
35 suspended by a majority vote of the membership.

1 SECTION 3. EFFECTIVE DATE. The provisions of this resolution shall be
2 effective upon sine die adjournment of the Regular Session of the Ninety-
3 Fourth General Assembly.
