20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. Arkansas Code § 12-9-124 is amended to read as follows:
23 12-9-124. Part-time law enforcement officers and chief of police.
24 (a)(1) A political subdivision may appoint a number of part-time law
25 enforcement officers equal to two (2) part-time law enforcement officers for
26 each full-time certified law enforcement officer employed full-time by and
27 receiving a salary from the appointing law enforcement agency.
28 (2) A political subdivision having a population of one thousand
29 (1,000) or less under the last federal decennial census may appoint a number
30 of part-time law enforcement officers equal to two (2) part-time law
31 enforcement officers for each part-time chief of police employed part-time by
32 the appointing law enforcement agency.
33 (2)(3)(A) However, if a political subdivision has a need for a
34 greater number of part-time law enforcement officers than is authorized in
35 subdivision (a)(1) or (a)(2) of this section due to special or unusual
36 problems or circumstances, the political subdivision may make a request to

1 the Arkansas Commission on Law Enforcement Standards and Training for
2 additional part-time law enforcement officers.
3 (B) Each request under subdivision (a)(2)(A) (a)(3)(A) of
4 this section shall state the special or unusual problems or circumstances
5 involved that justify the request, the number of additional part-time law
6 enforcement officers requested, and such other information as the commission
7 may require.
8 (C) If the commission finds that the public interest will
9 best be served by allowing the political subdivision to appoint the
10 additional part-time law enforcement officers requested, the commission may
11 grant the request under subdivision (a)(2)(A) (a)(3)(A) of this section.
12 (b) This section does not restrict the number of honorary police
13 officers without law enforcement authority.
