18 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

20 SECTION 1. Arkansas Code Title 27, Chapter 67, Subchapter 2, is
21 amended to add an additional section to read as follows:
22 27-67-230. Glen Campbell Memorial Highway — Legislative findings.
23 (a) The General Assembly finds that:
24 (1) Glen Travis Campbell was born on April 22, 1936, in
25 Billstown, Arkansas, in Pike County, near Delight, Arkansas;
26 (2) Campbell began to learn to play the guitar when he was four
27 (4) years old with a five-dollar guitar bought from the Sears, Roebuck and
28 Company catalogue;
29 (3) Campbell left Arkansas during his teenage years; however, he
30 always billed himself as being from Delight, Arkansas;
31 (4) Campbell achieved fame within the music industry by playing
32 guitar with well-known musicians, including:
33 (A) A legendary group of studio musicians known as the
34 Wrecking Crew;
35 (B) The Beach Boys on their landmark album, "Pet Sounds";
36 (C) Frank Sinatra on "Stangers in the Night"; and

1 (D) The Monkees on "I'm a Believer";
2 (5) Widespread fame was achieved when Campbell released his
3 covers of:
4 (A) "Gentle on My Mind" in 1967; and
5 (B) "By the Time I Get to Phoenix" in 1968;
6 (6) Over the course of his career, Campbell won six (6) Grammys
7 and was nominated for a Grammy twenty-one (21) times;
8 (7) Among his most famous hits were several collaborations
9 including with singer and songwriter Jimmy Webb, including without
10 limitation:
11 (A) "By the Time I Get to Phoenix";
12 (B) "Galveston"; and
13 (C) "Wichita Lineman";
14 (8) Campbell played an enormous role in promoting Arkansas
15 culture throughout his career by:
16 (A) Writing and recording the songs "Arkansas" and
17 "Arkansas Farmboy"; and
18 (B) Appearing in several movies and shows with Arkansas
19 connections, including:
20 (i) As La Boeuf in "True Grit", based on Arkansan
21 Charles Portis' novel of the same name;
22 (ii) As the star of the movie "Norwood" based on the
23 book also by Charles Portis;
24 (iii) Hosting "The Glen Campbell Goodtime Hour" and
25 "The Glen Campbell Music Show"; and
26 (iv) In 2014, Campbell raised awareness about
27 Alzheimer's disease when he opened up to his fans about his struggle with the
28 disease in a documentary chronicling his farewell tour called "Glen Campbell:
29 I'll Be Me";
30 (9) Campbell died on August 8, 2017, and is buried in the
31 Campbell family cemetery in Billstown, Arkansas; and
32 (10) The designation of the Glen Campbell Memorial Highway is
33 essential to:
34 (A) Preserve the music history of southwest Arkansas;
35 (B) Honor one of Arkansas's famous sons; and
36 (C) Promote the economic development of communities in

1 Pike County.
2 (b) The route along State Highway 301 from the Pike County Courthouse
3 in Murfreesboro through Billstown and Bowen to its intersection with State
4 Highway 19; then north along State Highway 19 becoming State Highway 26 in
5 Delight to its intersection with Billstown Road; then south along Billstown
6 Road to Billstown shall be known as the "Glen Campbell Memorial Highway".
7 (c) The Arkansas Department of Transportation shall erect appropriate
8 signs along the route described in subsection (b) of this section designating
9 the route as the "Glen Campbell Memorial Highway".
10 (d) If the Arkansas Department of Transportation does not have the
11 funds available to erect the signs required under subsection (c) of this
12 section, the Arkansas Department of Transportation may accept and use gifts,
13 grants, and donations received from private, public, and nonprofit sources,
14 including without limitation a city street department or a county road
15 department for:
16 (1) Acquiring and installing the signs required under subsection
17 (c) of this section; and
18 (2) Maintaining, replacing, or reconstructing the signs required
19 under subsection (c) of this section.
