22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24 SECTION 1. Arkansas Code Title 15, Chapter 20, Subchapter 11, is
25 amended to add an additional section to read as follows:
26 15-20-1115. Records for poultry litter transfers.
27 (a)(1) A poultry producer, integrator-supported nonprofit, integrator,
28 or other entity that is coordinating a transfer of poultry litter originating
29 within a nutrient surplus area shall provide records annually to the Arkansas
30 Natural Resources Commission for the transfer of poultry litter.
31 (2) The records required under subdivision (a)(1) of this
32 section shall include quantities of poultry litter transferred and the final
33 destinations of the poultry litter.
34 (b) The commission shall utilize the records provided under subsection
35 (a) of this section as part of an annual report made available to the public.
36 (c) The commission shall include in the annual report under subsection

1 (b) of this section:
2 (1) A summary by county and the state as a whole of all
3 quantities of poultry litter transferred; and
4 (2) The final destination for the poultry litter transferred
5 outside of the nutrient surplus area.
