The bill amends the Arkansas Soil Nutrient Application and Poultry Litter Utilization Act by introducing a new section that mandates specific record-keeping for the transfer of poultry litter originating from nutrient surplus areas. Under the new provision, poultry producers, integrator-supported nonprofits, integrators, or other entities involved in the transfer must provide annual records to the Arkansas Natural Resources Commission. These records must detail the quantities of poultry litter transferred and their final destinations.
Additionally, the Arkansas Natural Resources Commission is required to use the submitted records to compile an annual report that will be made available to the public. This report will include a summary of the quantities of poultry litter transferred, broken down by county and statewide, as well as the final destinations of the poultry litter that has been transferred outside of nutrient surplus areas.
