The "Right to Play Act" aims to enhance student participation in interscholastic activities by ensuring that barriers to participation are minimized. The bill emphasizes the importance of physical activity and extracurricular involvement for students, citing findings from the Centers for Disease Control and Prevention and the National Center for Homeless Education. It establishes definitions for terms such as "interscholastic activity," "non-school athletic activity," and "school athletic activity," and outlines the eligibility criteria for students, particularly those experiencing homelessness, to participate in these activities.

Additionally, the bill allows students who are members of school athletic activities to also participate in non-school athletic activities of the same sport during the season, without losing their eligibility for school activities. However, this provision does not apply to certain sports, including football, basketball, baseball, softball, and volleyball, on days when the school athletic activity is scheduled. This legislation seeks to promote inclusivity and support for students' physical and social development through sports and extracurricular activities.
