20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. Arkansas Code Title 17, Chapter 1, Subchapter 1, is amended
23 to add an additional section to read as follows:
24 17-1-111. Waiver of state occupational or professional license fee for
25 employee of state agency.
26 (a) As used in this section:
27 (1) “Occupational or professional license” means a license,
28 certificate, registration, permit, or other form of authorization:
29 (A) Issued by an occupational or professional licensing
30 entity within the executive or legislative departments of state government;
31 and
32 (B) Required by Arkansas law or rule for an individual to
33 engage in a particular occupation or profession;
34 (2) “Occupational or professional licensing entity” means an
35 office, board, commission, department, council, bureau, or other agency of
36 the executive or legislative departments of state government having authority

1 to license, certify, register, permit, or otherwise authorize an individual
2 to engage in a particular occupation or profession; and
3 (3) “State agency” means:
4 (A) Every board, commission, department, division, or
5 office of state government within the executive, legislative, and judicial
6 departments; and
7 (B) All state-supported postsecondary educational
8 institutions, including without limitation colleges and universities,
9 vocational and technical schools, and community colleges.
10 (b) An occupational or professional licensing entity shall waive the
11 fee assessed by the state for an occupational or professional license for an
12 individual employed by a state agency if the individual requires an
13 occupational or professional license to perform his or her job duties for the
14 state agency.
15 (c) Subsection (b) of this section does not apply to an individual
16 employed:
17 (A) By the state agency employing the individual for less than
18 one (1) year; or
19 (B) By a state agency on less than a full-time basis.
