19 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

21 SECTION 1. Arkansas Code Title 25, Chapter 19, Subchapter 1, is
22 amended to add an additional section to read as follows:
23 25-19-113. Mandatory training.
24 (a) Each year the members of the governing body of each city, county,
25 and school board shall attend an annual training session concerning the
26 requirements of this chapter.
27 (b) The annual training session required under subsection (a) of this
28 section shall:
29 (1) Consist of in-person training or live training by video
30 conference provided by a person knowledgeable about this chapter;
31 (2) Be a minimum of one (1) hour;
32 (3) Be open to the public; and
33 (4) Cover all of the following specialized areas related to this
34 chapter:
35 (A) Newly enacted legislation, if any;
36 (B) New precedent from the Supreme Court or the Court of

1 Appeals, if any;
2 (C) The requirements for public meetings;
3 (D) The requirements for public records; and
4 (E) The rules and best practices governing a custodian's
5 response to requests for public records.
