This bill mandates the placement of opioid overdose rescue kits on the campuses of all public high schools and state-supported institutions of higher education in Arkansas by January 1, 2024. The kits must be clearly visible and labeled with the words "Opioid Overdose Rescue Kit - Naloxone Nasal Spray" or other approved language. Additionally, the bill requires that the location of each kit be registered with the school nurse and school resource officer in high schools, and with campus police in higher education institutions. The kits must include Narcan, Naloxone, or other FDA-approved medications that counteract opioid effects, and they should be stored in areas that also contain automated external defibrillators.

Furthermore, the bill outlines responsibilities for school nurses and resource officers to carry opioid overdose medications at all times and mandates reporting the use of these kits to the Arkansas Drug Director. Institutions are required to conduct inspections to ensure the kits are in the correct locations and to replace any used or expired kits as necessary. Training on the use and location of these kits must be provided during freshman orientation and made available to other students through various programs. The bill aims to enhance the preparedness of schools and colleges in responding to opioid overdoses, thereby promoting student safety.
