19   BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

21          SECTION 1.        Arkansas Code § 13-5-704(b), concerning the membership of
22   the Delta Cultural Center Policy Advisory Board, is amended to read as
23   follows:
24          (b)(1)       The board shall consist of eleven (11) members.
25                   (2)(A)     The members shall be appointed by the Governor. The
26   members appointed by the Governor shall be subject to confirmation by the
27   Senate. The Governor shall make the appointments in such a manner that each
28   race or ethnic group having a significant presence in the Arkansas Delta
29   region shall be adequately represented on the board.
30                            (B)   The board members to be appointed by the Governor
31   shall be:
32                                   (i)     Two (2) residents of Phillips County who have
33   exhibited an interest in the culture and heritage of the Delta;
34                                   (ii)    A Delta blues musician;
35                                   (iii)    Two (2) members to serve as academic advisors
36   who shall be trained in the field of Delta folklore, history, or a related

 1   field Three (3) members from the Delta region who have exhibited an interest
 2   in the culture and heritage of the Delta; and
 3                           (iv) [Repealed.]
 4                           (v)(iv)     Three (3) Five (5) members at large; and
 5                           (vi) Two (2) members as representatives of Main
 6   Street Helena.
 7              (3)    The board shall meet at least quarterly. Special meetings
 8   may be called by the chair or a majority of the board.

10        SECTION 2.    DO NOT CODIFY.    This act shall not be interpreted to
11   shorten the term of any member of the Delta Cultural Center Policy Advisory
12   Board serving on the effective date of this act, but shall be implemented by
13   the filling of vacancies.
