25 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

27 SECTION 1. Arkansas Code § 17-25-505(a), concerning licenses from the
28 Residential Contractors Committee, is amended to read as follows:
29 (a)(1) A person shall not act as a residential building contractor
30 after July 1, 2001, unless licensed by the Residential Contractors Committee
31 or exempted from licensure under this subchapter.
32 (2) If a person was licensed as a home improvement contractor
33 before December 31, 2022, the home improvement contractor license shall be
34 converted to a residential building contractor license.

36 SECTION 2. Arkansas Code § 17-25-513 is amended to read as follows:

1 17-25-513. Exemptions.
2 The following shall be exempted from the licensing requirements of this
3 subchapter:
4 (1) A person who acts as a residential building contractor in
5 the construction of his or her residence unless he or she builds more than
6 one (1) residence during any calendar year;
7 (2) The owner of a single family residence acting as his or her
8 own home improvement contractor on his or her own property;
9 (3)(A) A person or entity acting as a residential building
10 contractor or a home improvement contractor on any project, when the cost of
11 the work done or to be done does not exceed two thousand dollars ($2,000).
12 (B) Subdivision (3)(A) of this section shall not apply to
13 a project in which the construction work necessary to complete the project is
14 divided into separate contracts of amounts less than two thousand dollars
15 ($2,000);
16 (4) A subcontractor of a contractor licensed by the Residential
17 Contractors Committee;
18 (5) A person or entity licensed as a contractor by another
19 licensing agency, board, or commission of the State of Arkansas if the
20 contractor is performing work within the scope of the license held by the
21 person or entity; and
22 (6) A person or entity performing work as a roofing contractor
23 as defined under § 17-25-601 et seq.; and
24 (7) A person licensed as a realtor, architect, plumber, or
25 electrician, or by the HVACR Licensing Board.
