The bill clarifies that criticism of Israel, when comparable to criticism of other countries, does not constitute antisemitism.

Additionally, the bill mandates that the definition of antisemitism be utilized in educating state personnel on discrimination, diversity, equity, inclusion, and antibias training. It emphasizes that this definition should be considered when determining whether an alleged act was motivated by antisemitic intent and ensures that claims of discrimination based on antisemitism are treated with the same legal standards as other civil rights discrimination claims. The bill also asserts that it does not infringe upon First Amendment rights or conflict with existing federal or state discrimination laws.
