Under ยง 27-15-316, a disabled veteran who has been issued a disabled veteran special license plate is
permitted to park in an area designated for parking by a person with a disability if the vehicle displays a
disabled veteran special license plate and is in use for the actual transporting of a disabled veteran.
HB1086 adds a requirement that the vehicle must also display a special certificate or temporary special
certificate issued by the Office of Motor Vehicle (OMV) of the Department of Finance and
Administration unless the vehicle's license plate was issued by another state.

None.
Taxpayer Impact :
A disabled veteran that that has been issued a disabled veteran special license plate must display a
special certificate or temporary certificate issued by OMV to park in an area designated for disabled
parking.
Resources Required :
None.
Time Required :
Adequate time is provided for implementation.
Procedural Changes :
Training for State Revenue Office and OMV employees will be required as well as updates to the Motor
Vehicle Manual.
