20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. Arkansas Code 19-6-301(265), concerning special revenues
23 enumerated, is amended to read as follows:
24 (265) Additional registration fees for electric vehicles, and
25 hybrid vehicles, and plug-in hybrid electric vehicles under 27-14-614;

27 SECTION 2. Arkansas Code 27-14-614 is amended to read as follows:
28 27-14-614. Additional fee for electric vehicles, and hybrid vehicles,
29 and plug-in hybrid electric vehicles Definitions.
30 (a) As used in this section:
31 (1)(A) Electric vehicle means a vehicle that:
32 (A)(i) Is propelled by an electric motor powered by a
33 battery or other electrical device incorporated into the vehicle; and
34 (B)(ii) Is not propelled by an internal combustion
35 engine;. and
36 (B) "Electric vehicle" includes a plug-in electric

1 vehicle;
2 (2) Hybrid vehicle means a vehicle that draws propulsion
3 energy from both an internal combustion engine and an energy storage device;
4 and
5 (3) "Plug-in hybrid electric vehicle" means a vehicle with a
6 hybrid propulsion system that is propelled by a combination of:
7 (A) Electricity supplied through a rechargeable battery
8 that can be recharged by plugging into an electrical outlet or electric
9 vehicle charging station; and
10 (B) An internal combustion engine.
11 (b) In addition to the other fees required to be paid to register a
12 vehicle under this subchapter, there is levied an annual fee of:
13 (1) Two hundred dollars ($200) for each electric vehicle
14 registered; and
15 (2) One hundred dollars ($100) Fifty dollars ($50.00) for each
16 hybrid vehicle registered; and
17 (3) One hundred dollars ($100) for each plug-in hybrid electric
18 vehicle registered.
19 (c) The revenues collected under this section are special revenues and
20 shall be distributed to the State Highway and Transportation Department Fund.

22 SECTION 3. EFFECTIVE DATE. This act is effective on and after January
23 1, 2022.
