Born to Martin and Julia Still, Kathleen graduated from W.S. Neal High School in 1944 and later attended business school in Montgomery. She began her career as a telephone operator for Bell South, becoming the first female test desk man in northwest Florida. Throughout her life, Kathleen has been actively involved in her community, participating in the Ladies' Aid of the Methodist Church and the Telephone Employees Activities Association, and has enjoyed various hobbies such as golf, sewing, cooking, and gardening.

Kathleen's personal life is marked by her roles as a devoted wife, mother, grandmother, great-grandmother, and great-great-grandmother. She was married to James Warren Rowell for 26 years and later to Jack James Peevy for 18 years. Her family includes her children, grandchildren, and numerous great-grandchildren.
