The bill introduces a new section, 16-23-3.2, to the Code of Alabama 1975, which mandates the State Board of Education to create an expedited certification pathway for individuals seeking to teach career and technical education (CTE) courses in public high schools. This initiative aims to attract and retain qualified CTE instructors from other states, thereby enhancing career and technical education opportunities for Alabama students. The expedited process allows qualified applicants who have previously taught CTE courses in another state to obtain a teaching certificate without the need for additional testing, coursework, or documentation, provided they meet specific requirements such as holding a valid teaching certificate from another state and passing a criminal background check.
Additionally, the bill stipulates that any teaching certificate issued under this new section will have the same term and renewal requirements as standard teaching certificates. It also allows local boards of education to offer relocation stipends or hiring incentives to new CTE instructors moving to Alabama. The State Superintendent of Education is tasked with maintaining records of the certificates issued and reporting annually to state leadership on the program's efficacy. The act is set to take effect on June 1, 2026.
