The bill authorizes municipalities within Escambia County to contract with the Sheriff of Escambia County for police services. This includes the enforcement of laws and municipal ordinances by the sheriff and his deputies as if they were police officers of the municipality. Municipalities entering into such contracts are required to pay a sum to the county treasury to cover the necessary manpower and equipment, as agreed upon by the municipal governing body, the sheriff, and the county commission. The county commission will manage these funds and may use them for police services within the municipality's jurisdiction. Each contract must be approved by both the sheriff and the county commission, and the sheriff and deputies will retain their legal immunity while performing these duties.
Additionally, the bill allows the Escambia County Commission to provide a supplemental salary to the sheriff for performing additional duties related to these contracts, which will be subject to an agreement between the sheriff and the county commission. This supplemental salary will be funded by the county and will not be considered part of the sheriff's regular salary. If either party withdraws from the agreement, the supplemental salary will cease. The bill is set to take effect on June 1, 2026.
