This bill authorizes the City Council of Alabaster, Alabama, to establish and regulate up to two entertainment districts within the city through an ordinance. The entertainment districts, defined in the Alabaster City Code, can encompass areas not exceeding one-half mile by one-half mile and may include one or more licensed establishments from the Alabama Alcoholic Beverage Control Board. The ordinance will set regulations for the hours of operation, the potential revocation of the entertainment district designation, and other operational aspects.
Additionally, the bill allows retail licensees within these entertainment districts to obtain an entertainment district permit, permitting patrons to exit their licensed premises with open containers of alcoholic beverages within the district, while prohibiting the entry of such containers from outside sources into other licensed premises. The ordinance will also include enforcement measures and penalties for violations. The act is set to take effect on June 1, 2026.
