Under the Constitution of Alabama of 2022, the Legislature has no power to authorize lotteries or gift enterprises for any purposes. This bill would propose an amendment to the Constitution of Alabama of 2022, to authorize the Legislature to establish a state lottery and authorize in-person casino-style games and in-person and online sports wagering activities. This bill would establish a commission to license and regulate all gaming activities in the state. This bill would prohibit the enactment or ratification of any new local amendment to the Constitution of Alabama of 2022, relating to gaming activities. This bill would authorize the Governor to negotiate a Tribal-State gaming compact with the Poarch Band of Creek Indians.
