The resolution recognizes Alabama's status as home to the highest number of Historically Black Colleges and Universities (HBCUs) in the nation, with a total of 14 institutions, including six private and eight public HBCUs. These colleges have historically provided access to higher education for students facing barriers and have significantly contributed to the production of leaders across various sectors, while also preserving cultural traditions. Nationally, HBCUs generate substantial economic impact, providing jobs and degrees to Black Americans, highlighting their importance in the educational landscape.
In response to the need for continued support and advocacy for HBCUs, the resolution proposes the establishment of a bicameral legislative caucus dedicated to promoting and protecting the interests of these institutions and their students. The caucus aims to advocate for fair funding, create partnerships for new opportunities, inform lawmakers about challenges faced by HBCUs, and promote their value to the state's economy. The founding members will include interested legislators from both the Alabama Senate and House of Representatives, and the caucus will convene to elect leadership and conduct its business following the resolution's passage.
