The bill amends Section 12-19-290 of the Code of Alabama 1975 to improve the management and allocation of funds from the Advanced Technology and Data Exchange Fund by establishing three new funds: the Supreme Court Advanced Technology and Data Exchange Fund, the Court of Civil Appeals Advanced Technology and Data Exchange Fund, and the Court of Criminal Appeals Advanced Technology and Data Exchange Fund. These funds will be financed through various revenue sources, including user fees and legislative appropriations, and are intended to support activities that enhance the administration of justice, such as improving electronic filing systems, enhancing data sharing, and providing training for court officials.

Furthermore, the bill empowers the Administrative Office of Courts to determine additional uses for the funds and allows for the transfer of amounts between the newly created funds and the existing Advanced Technology and Data Exchange Fund. It ensures that any unexpended or unencumbered funds at the end of the fiscal year will remain available for future use. The bill also updates certain terminology, replacing "promulgated" with "adopted" and removing references to the general "Advanced Technology and Data Exchange Fund" in favor of the specific fund names. The act is set to take effect on June 1, 2026.
