The bill amends Sections 32-6-62 and 32-6-64 of the Code of Alabama 1975 to extend the minimum validity period of motor vehicle license plate designs from five years to ten years. It allows the Commissioner of Revenue, with approval from the License Plates Legislative Oversight Committee, to authorize designs to be valid for more than ten years. The bill clarifies that this change does not impact any laws that designate a license plate design as permanent. Additionally, it includes provisions for the design and issuance of distinctive license plates, requiring sponsoring organizations to ensure a minimum number of registrations for production consideration, and establishes a fee structure for applications. Moreover, the bill introduces new provisions regarding the release of personal information related to distinctive license plates, allowing vehicle owners to opt-in to share their information with sponsoring organizations, colleges, or universities. It also outlines the approval and oversight process for distinctive license plates, managed by a legislative oversight committee, with exemptions for in-state collegiate and military-related plates. A five-year limit is established for the issuance of distinctive license plates that do not meet reissuance requirements, with military and Alabama Gold Star Family plates exempt from this rule. The act is set to take effect on January 1, 2027.
