The bill authorizes the Alabama State Law Enforcement Agency (ALEA) to issue digital driver licenses and nondriver identification cards, contingent upon available funding. For an additional fee of $15, individuals can obtain a digital version that can be displayed through an ALEA-approved mobile electronic method, in addition to their physical driver license or identification card. The digital versions will contain all the information found on physical cards, including a bar code or similar mechanism for information retrieval. Furthermore, licensees may present their digital licenses in lieu of physical ones when operating a vehicle, but these digital licenses cannot be used as valid voter photo identification.
The bill also includes provisions to ensure that displaying a digital license does not imply consent for access to other contents on the user's device, and mandates ALEA to implement reasonable security standards to protect the integrity and privacy of the digital licenses. Additionally, ALEA is granted the authority to adopt rules for the implementation of this section. The act is set to take effect on October 1, 2026.
