The bill authorizes the Alabama State Law Enforcement Agency (ALEA) to issue digital driver licenses and nondriver identification cards, contingent upon available funding. The digital versions can be issued alongside physical licenses and may incur an additional fee of up to $15. These digital licenses will contain all the information found on physical licenses, including a bar code or similar mechanism for information retrieval. Licensees can use the digital license in place of a physical one when operating a vehicle, and it will be recognized by law enforcement and courts as valid. However, it cannot be used as a valid form of voter photo identification.
Additionally, the bill stipulates that displaying the digital license through an ALEA-approved mobile method does not grant consent for access to other contents on the device. ALEA is required to implement reasonable security standards to protect the integrity and privacy of the digital licenses and may adopt rules for implementation. Monies collected from the additional fee will be deposited into the Public Safety Fund. The act is set to take effect on October 1, 2026.
