The resolution encourages the Alabama Growth Alliance to create an Alabama Rural Roadmap aimed at enhancing the economic vitality of rural communities in Alabama. It acknowledges the critical challenges faced by these areas, such as aging infrastructure, limited access to capital, workforce shortages, declining populations, and inadequate healthcare. The resolution emphasizes the need for a comprehensive and strategic approach to address these issues, leveraging the unique strengths of rural communities to foster sustainable growth and opportunity.

To facilitate this initiative, a leadership team will be established, comprising key legislative figures and representatives from various sectors, including business and economic development. The Alabama Growth Alliance is tasked with engaging stakeholders, collaborating with educational and research institutions, and identifying distressed rural areas to develop actionable policy recommendations. The Alabama Rural Roadmap will focus on key areas such as infrastructure development, business support, workforce training, quality of life improvements, and healthcare access. The completed roadmap is to be submitted to state leadership by the fifth legislative day of the 2026 Regular Session, after which the initiative will conclude its duties.
