The bill amends Section 9-10B-7 of the Code of Alabama 1975, specifically regarding the management structure of the Office of Water Resources. The division chief is now defined as an individual knowledgeable in water resource management, development, and conservation, and will be employed in the exempt service, as opposed to being a state Merit System employee.

Additionally, the bill removes several provisions related to the appointment process and responsibilities of the division chief, including the previous requirement for the division chief's salary to be set in accordance with state law and the process for filling vacancies. The act is set to take effect on October 1, 2025.
